Failure to Uphold Appeals Process & Protect Disabled Motorists
My mother, a disabled Blue Badge holder, appealed a UKPC parking charge in June 2025. Royal Mail records confirm her appeal was delivered on 11 June, yet UKPC ignored it, escalated the charge to debt recovery, and pressured her into paying £171.50 under duress.
This denied her access to the BPA-mandated independent appeals process (POPLA) and breached the BPA Code of Practice, which explicitly prohibits escalation while an appeal is pending. Despite multiple submissions of proof, BPA has failed to intervene or enforce its own standards.
The handling of this case has caused significant distress to a disabled pensioner, highlighting not only a disregard for proper process but also a lack of consideration for the Equality Act 2010.
BPA must do more than simply “affiliate” companies — it must hold them accountable. Ignoring clear breaches undermines public confidence and brings the entire system into disrepute.

BPA not responding to correspondence
I wrote to the BPA in the middle of June to complain about a parking company. No reply.
I wrote again in the middle of July. No reply.
I emailed BPA on their actual online complaint form in early August. No
reply.
I'm now trying to find out how I actually raise a complaint against the BPA.
Shocking company. Although I shouldn't have expected anything else from a company funded by the actual private parking cowboys that they are supposed to hold to account

Reply from BPA below. Side stepped the issue, as with every other reply in these comments. Already replied to the operator in the first place. That's why I came to the BPA!!!!
Utter waste of time contacting BPA.
As others have said, useless paper tigers. Even their emails go straight to junk folder. Ironic!

BPA Enabling CUP Enforcement to Exploit Innocent Drivers
I’m deeply disappointed that the British Parking Association (BPA) continues to accredit CUP Enforcement — a company that appears to profit from issuing questionable PCNs (Penalty Charge Notices), often in cases where people have done nothing wrong. I recently received a penalty for merely stopping briefly to pick someone up, well within reasonable time — yet CUP Enforcement pursued it with aggressive tactics.
How can BPA allow such practices to continue under their approval? Isn’t BPA supposed to uphold fairness and transparency in the parking industry? Instead, it seems they’re enabling private operators to exploit technicalities and mislead innocent drivers.
This isn't about managing parking — it’s about generating revenue from unsuspecting people through unfair means. The BPA urgently needs to review how it vets and monitors its accredited members. Trust is eroding fast.

We stopped off so the kids could use the toliets.
Toliets was out of order we then went to Gregg’s to get some food. Came back to the bench eat it. And we took a 15 mins over we shud have. We stayed there before we’ve been ok

The Paper tiger BPA appears not to know its own rules and their member Parkmaven is only in it to make a fast buck!!!
Received a final response from the BPA and it's pretty much as I suspected, nothing other than a 'cut and paste' exercise to be honest.
Parkmaven, the cowboy outfit who deliberately issued PCN (1461851) to my vehicle said that upon 'reflection' my complaint could have been responded to in more detail, so, the question then becomes why didn't they do that, I provided every opportunity?
Then Parkmaven claims the disused, disabled parking bays their PCN was issued on will have the lines remarked moving forward, but I have been informed by the NHS Trust who owns the land that disabled parking bays must be as close to a departmental entrance as possible, that's why these ones are disused as they're not near any entrance!!!
Next, the BPA falsely claims that vehicle owners require a blue badge to park in these disabled bays, however, this floundering 'Accredited Trade Association' doesn't even know that blue badges need only be shown on public land, not private land which an NHS car park is: crazy?
The BPA's reply was short and sweet and I as the motorist was given the brush off in this 'papering over the cracks' exercise and Parkmaven, their paying member, and the one calling the shots in this farce is allowed to carry on as if nothing happened and free to do it again.
You couldn't make it up, honestly, you couldn't!!!

Refused My Refund – Terrible Customer Service
I paid £100 by mistake when I only owed £60. I contacted CUP Enforcement immediately, but they’ve flat-out refused to refund the overpayment. Even worse, they acknowledged the case was under review and “on hold,” yet still demanded the higher fee.
Their handling of my emails has been slow and dismissive. It feels like they’re taking advantage of people’s mistakes instead of helping resolve them fairly. I’ll be escalating this further.

Dear BPA,
We are writing to report unethical practices by one of your authorised and accredited parking operators First Parking LLP. This business is unethical and non compliant with the regulations if its own regulatory body the BPA. We highly recommend they be inspected and penalised for their unethical practices that are in complete and utter breach of their own code of conduct. They gave one of our third party suppliers a fine fine for being over by under 4 seconds. LITERALLY just over 3 seconds!!! Absolutely shocking! They also refused to drop it on appeal in complete and blatant disregard of the fact that they are in breach of the code of conduct set out by their own regulatory body by not allowing for a grace period, not to mention again the shocking fact that it was just over 3 seconds, less than 4 seconds!!! completely unethical and am not sure how they are still being allowed to operate under the circumstances by the BPA, given all the shocking reviews I have just read. It is the BPA's role and responsibility to ensure that their accredited operators are not in breach of their own code of conduct and that their practices are adhering to the standard required by their regulatory body.
How do we get penalised for being over the time by 3 seconds and they do not get penalised for being in complete and blatant disregard of the regulations set out by their regulatory authorities. If you want to uphold the citizens or consumers to a no fault standard, then it must be ensured that all legal and regulatory requirements are upheld by your own accredited operators. Otherwise there is a "vice de procédure" that should be looked into by some legal professionals.
I hope that the BPA will look into this because clearly from First Parking's reaction to our appeal about the grace period, they have a complete disregard for their own accreditation body, their code of conduct as well a complete and utter arrogance and confidence that this will not be looked into and will have absolutely zero consequences. It seems obvious from their reply that clearly, do not hold much value or respect for their own regulatory authority or their own code of conduct.

Deeply Disappointed – A Shocking Example of Mismanagement and Injustice by the British Parking Association (BPA)
I am incredibly saddened and disappointed by the BPA's blatant mismanagement, lack of professionalism, and what can only be described as a careless and unjust handling of my case. Your recent decision regarding my appeal is not only unfair it borders on unethical and irresponsible.
Let me explain what I experienced. Close to midnight, I was rushing to the walk-in centre with my newborn baby who was struggling to breathe. In an already stressful and urgent situation, I attempted to pay for parking, only to find that the payment machine was out of order a clear failure in basic operational management. I immediately took a video as proof, clearly showing the time and the faulty machine.
Despite submitting this clear evidence with my appeal, BPA dismissed my claim without any meaningful response or acknowledgment of the circumstances. Instead of acting with compassion or even basic decency, you escalated the matter to a CCJ and are now demanding £272 threatening to damage my credit rating for six years. This is beyond absurd. It’s clear that my evidence was either ignored or never reviewed. This isn't due process this is administrative negligence.
Your actions feel no different from that of opportunistic scammers. Issuing penalties without reviewing claims, dismissing legitimate proof, and showing no accountability is a disgrace to any organisation claiming to uphold public trust. It seems you're more focused on revenue generation than fairness or justice.
My claim number is M9FC8805, and I stand ready to present my case in court. I have no intention of paying this unjust charge. I urge BPA to take responsibility and assign someone competent and professional to review this matter properly. Otherwise, I will pursue a formal complaint and take every necessary step to expose this shameful behaviour.

Signs were not lit on entrance to car park
The signs were not lit going into a McDonalds car park in Headington, Oxford. I was fined as I stayed over by 10 minutes. I filed an appeal as I was with my family and spent decent money there - and still got fined.
Very unhappy, I will avoid using ALL car parks managed by BCP.

The BPA is nothing more than a ‘boys…
The BPA is nothing more than a ‘boys club’ for their members.
I’ve somehow managed to get an invoice from one of their members who have blatantly ignored their code of practise, so complained to BPA who stated they will respond within 28 days.
Well they didn’t respond, they just cancelled my complaint with no explanation or contact with me!
A few years ago an IPC member issued me with an invoice and proceeded to make every ridiculous excuse for the member who was eventually daft enough to take me to court, well I counterclaimed and won, they had to pay me £1000
Looks like the BPA are going to fob me off as well, so bring on court

Their rules favour the private car park operators.
Contacted them about UK PARKING CONTROL demanding £100 from me for a ticket I had bought and displayed properly.
UK PARKING CONTROL continue to state the PCN was issued legitimately. However they cancelled it without explanation!!!
BPA don't recognize this a service failure by UK PARKING CONTROL and continue to say that as the ticket was cancelled Without explanation they can do nothing.
As UK PARKING CONTROL site would not allow me to upload photos.
I had to spend time and money to get photos ANd Two royal mail tracked letters.
Both received and signed for at UK PARKING CONTROL reception.
As such one star
British parking control replied that it was up to UK PARKING CONTROL to remedy this situation.
As I repeat. British parking control. Complete waste of time and effort
