The worst travel agency: unreasonable demand for additional payment 6 days before the start of the tour, unilateral cancellation 2 days in advance
I booked a Tibet tour with Tibet Horizon Travel Agency (tibettourism.com) in April 2026 for a total price of $2,075 USD. At the time of booking and payment, I was NEVER informed—verbally, in writing, or in any terms & conditions—that additional fees such as a "single room supplement" might apply.
Six (6) days before the scheduled departure date, the agency suddenly contacted me via WhatsApp demanding an extra $603 USD, claiming they had failed to find a roommate for the twin-share accommodation. When I asked where this obligation was documented, they pointed to a line in their April booking confirmation that listed "Single Supplement" under a generic "Excluded" section.
This is where their argument becomes absurd—and important for other travelers to understand:
🔹 The "Excluded" list also contained items like:
• International flights to China
• Chinese visa fees
• Alcoholic beverages
• Laundry services
• Personal expenses
🔹 My response to the agency:
"If 'excluded' means I must pay you for it later, regardless of whether I use it or need it, then:
- Do I owe you money for the 'international flight' listed as excluded, when I DIDN'T fly at all—but entered China via LAND BORDER FROM VIETNAM?
- Do I owe you for a Chinese visa I didn't need (we have a visa-free regime with China)?
- Am I obligated to pay for alcoholic drinks or laundry services I never ordered?
Obviously not. 'Excluded' logically means 'not included in this package; available optionally at your own arrangement/cost IF you choose to use it.' It does NOT mean 'we will invoice you later for items you may or may not consume, regardless of your actual travel arrangements.'"
🔹 The agency's response to this logical, good-faith argument:
❌ Complete silence. They ignored the rebuttal entirely.
❌ No clarification, no documentation, no willingness to discuss contract interpretation.
❌ Instead, they escalated to unilateral cancellation.
Two (2) days before departure, the agency CANCELLED my confirmed tour because I refused to pay an undisclosed charge retroactively justified by a vague "excluded" label. They processed a refund of the original $2,075, but offered ZERO compensation for my actual, documented losses:
• Train tickets from the Vietnam-China border to Golmud (Geermu), the starting point of the Tibet tour;
• Pre-booked hotels in other Chinese cities;
• Time, effort, and emotional distress of planning a trip that never happened.
Throughout the dispute, the agency:
❌ Refused to acknowledge that "excluded" ≠ "mandatory hidden fee";
❌ Ignored all references to Chinese Consumer Rights Protection Law (Article 8: right to price transparency);
❌ Provided no written explanation for why a standard industry practice (disclose supplements BEFORE booking) did not apply to them;
❌ Offered no meaningful resolution beyond a basic refund.
I have filed formal complaints with the Tibet Tourism Development Commission and China's 12345 government service hotline.
⚠️ LESSON FOR OTHER TRAVELERS:
If an agency lists something as "excluded" but does NOT explicitly state at booking that it is a MANDATORY potential cost (e.g., "Single supplement: $XXX if no roommate found"), treat it as optional. Demand written confirmation of ANY potential extra fees BEFORE you pay. If they refuse or are vague—walk away.
